LUO Sihai

LUO Sihai, Han, was born in January 1966 in Xingguo, Jiangxi Province. He is a member of the Communist Party of China with a PhD degree. Mr. LUO is currently the Secretary of the Party Committee, a professor and PhD supervisor at Nanchang University. LUO is a talent at first and second level in the New Century Hundred-Thousand-Ten Thousand Talents Project, a leading talent in Ganpo Talent 555 Project, and was a steering committee member of the Steering Committee of Ministry of Education in Civil Engineering Teaching (2018-2022). Mr. LUO is mainly engaged in research on rock mechanics and foundation treatment, environmental geotechnical engineering, and higher education management. He has led or participated in nearly 30 research projects at international, national, provincial & ministerial level as well as at horizontal level; and has published two monographs and over 180 papers. LUO has won 10 awards for scientific and technological achievements, including the Second Prize of National Teaching Achievement Award, the First Prize of Provincial Teaching Achievement Award, the First Prize of Provincial Science and Technology Progress Award, and the First Prize of Science and Technology Achievement Award from the Nonferrous Metals Society of China.    

Mr. LUO’s educational background and work experience are as follows:    

1981.09-1985.07 Undergraduate, majoring in hydrogeology at East China Institute of Geology (currently known as East China University of Technology)    

1985.09-1988.07 Postgraduate, majoring in engineering geology at China University of Geosciences, Wuhan    

1996.09-2000.01 PhD student, majoring in civil engineering (geotechnical engineering) at Zhejiang University. During the period, LUO had studied at JNC from September 1999 to December 1999    

1988.07-2005.07 LUO worked at East China University of Technology.    

During the period, he served as the Teaching Secretary of the department in 1991; underwent training at the Australian Nuclear Science & Technology Organisation (ANSTO) in September 1995; held the position of Branch Secretary and Deputy Director of the Teaching and Research Office in 1997; served as the Deputy Director of Academic Research Office from June to November 2001; took the position of the Director of Academic Affairs Office from December 2001 to December 2002; served as the Director of the Human Resources Office from December 2002 to May 2003; held the post of the Director of the Organization Department and the Human Resources Office from May 2003 to July 2005. LUO was promoted to associate professor in May 1996, to professor in September 2001, and became a master’s supervisor in 1998. From July 2002 to December 2004, LUO worked as a postdoctoral researcher at the on-the-job postdoctoral research station for the Civil Engineering at the PLA University of Science and Technology.    

2005.07-2013.07 Vice President at Jiangxi University of Science and Technology. During the period, LUO had studied at SKB (Swedish Nuclear Fuel and Waste Management Company) from September 2006 to December 2006, and worked as a secondment Assistant to the President of Central South University from September 2011 to July 2012.    

2013.07 President and Deputy Secretary of the Party Committee at Jiangxi University of Science and Technology, serving as a PhD supervisor during the period.
