Scientific and Technological Innovation and the Application Value of the Major Function Zoning Strategy

Fan Jie, academician of the Chinese Academy of Sciences (CAS), is a researcher and doctoral supervisor at the Institute of Geographic Sciences and Natural Resources Research, CAS. He serves as Vice Chair of the Academic Committee of the Institute of Geographic Sciences and Natural Resources Research, CAS and Chair of the Academic Committee of the Institutes of Science and Development, CAS. He is a member of the Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), and has served consecutively on the Expert Committee for four National Five-Year Development Plans and as a member for three terms of the Expert Committee (Expert Panel) of National Land (Spatial) Planning.
He put forward the theory of regional functions and the methodology for major function zoning, developed the comprehensive spatial equilibrium model, and discovered the evolution principles of the "production-living-ecological space" structure. He worked together with national decision-making institutions to elevate major function zoning to a national strategy. He developed the "dual evaluation" technology for resource and environmental carrying capacity and territorial space development suitability, established a technical pathway for early warning for sustainability and post-disaster emergency assessment, proposed the concept of the "Qinghai-Xizang Plateau National Park Cluster," and organized scientific research expeditions and planning studies. Prof. Fan has published over 300 academic journal articles in leading journals such as Dialogues in Human Geography (DiHG), Progress in Human Geography (PiHG), Nature sub-journals, Science Bulletin, and Acta Geographica Sinica. Moreover, he is the chief editor of the middle school Geography textbook published by People’s Education Press. He has received the CAS Outstanding Scientific and Technological Achievement Award, the Special Prize for Scientific and Technological Progress in Natural Resources, and the Planning Leading Talent Award. His contributions were recognized among the 40 milestone scientific and technological achievements marking 40 years of reform and opening-up at CAS.
